In addition to providing a mechanism for determining whether or not there is evidence an individual officer has engaged in misconduct or criminal offences, the effective investigation and analysis of complaints can enable police agencies to identify systemic or organisational factors which may have contributed to the conduct under investigation. This Research & Issues Paper loos at how the NSWPF complaints system is used to identify system problems and develop solutions so as to prevent future misconduct. Such solutions include improving policies, procedures, training and communication and management practices.
